National Financial Literacy Symposium 2025
The National Financial Literacy Symposium (NFLS) is an annual flagship event that convenes policymakers, industry experts, and academicians to engage in meaningful discourse on advancing financial literacy and inclusion. Through a dynamic blend of plenary sessions, the symposium serves as a platform to share insights, spark collaboration, suggest research priority areas and shape future strategies. This year, NFLS will be held in conjunction with the Financial Literacy Month 2025 with theme, “Shaping a Financially Resilient Nation: Well-Informed and Inclusive Financial Ecosystem”.
As Malaysia continues to make strides in financial inclusion, the journey toward holistic and meaningful inclusion remains ongoing—particularly for underserved and vulnerable segments. In today’s rapidly evolving landscape, shifting demographics, such as an ageing population, and technological advancements are reshaping how financial literacy is understood, delivered, and acted upon. These changes call for innovative, inclusive, and culturally attuned approaches to empower individuals and communities to make informed financial decisions.
This year’s symposium will explore key themes that reflect these shifts:

Capitalising on Financial Management Capabilities to Foster Inclusive and Sustainable Development of Microbusinesses
Several research studies found that microenterprises encounter various financial obstacles, including (but not limited to) capital access, liquidity, and capital structure imbalances. Their frequent lack of financial literacy makes their businesses vulnerable. Hence, the growth and survival of microenterprises must be safeguarded as they serve as the backbone of economies. They must be financially literate in order to maximise outcomes through prudent business decision-making and consideration of multiple viable alternatives.

Dr. Husniyah Abd. Rahim

Dr. Husniyah, retired as an Associate Professor from Universiti Putra Malaysia in 2023, specialises in family financial management and personal financial planning. She holds a PhD in Financial Management from the University of Malaya and is a Certified Financial Planner (CFP). With over three decades of experience in academia and consultancy, she has served as Deputy Dean, Program Coordinator and Curriculum Consultant, and currently engaged as an Expert Consultant at MyFILE (Financial Literacy Hub), MyAgeing, UPM.
She has also contributed to national consultancy projects with agencies such as PTPTN, KPDNHEP, AKPK, CMDF, MFPC and FIMM, focusing on financial behaviour, literacy, and consumer well-being. As Chairperson of the Financial Health Association of Malaysia (FAHAM) and Treasurer of MACFEA, she continues to promote financial literacy and inclusion. Her contributions, recognised through gold awards and best paper prizes, reflect her dedication to strengthening financial resilience in Malaysia.

Dr. Zaharuddin Abd. Rahman
Managing Founder, Elzar Shariah Solution and Advisory
Adjunct Professor Dr. Zaharuddin Abd Rahman is a distinguished Shariah scholar, entrepreneur, and thought leader with over 22 years of experience across Islamic finance, halal industries, academia, fintech, corporate consultancy, and public education. He is the Founding Managing Director of the Elzar Group of Companies, encompassing Shariah advisory, technology, education, and halal ventures. He also holds adjunct professorships at the University of Selangor (UNISEL) and UniSiraj.
Dr. Zaharuddin has advised key regulators and financial institutions, having served on the Shariah Advisory Council of the Securities Commission Malaysia and as a consultant to Bank Negara Malaysia. He currently sits on the Shariah Committees of the Employees Provident Fund (Simpanan Shariah) and Zurich Takaful, and serves as Chairman of the Shariah Committees of MARA and PUNB.
Holding a PhD in Islamic Finance (University of Wales), Dr. Zaharuddin is the author of 23 books and an active proponent of Islamic financial literacy and ethical awareness.

Encik Nor Rafidz Nazri

Nor Rafidz Nazri joined Bank Negara Malaysia in 1999 and is currently the Director of Financial Inclusion Department. He has served in various capacities in the Data Management and Statistics Department. He was previously the Director of Data Management and Statistics Department and LINK & BNM Offices Department.
Nor Rafidz Nazri graduated with degree in Accountancy from the University of Dundee, UK.

Nor Fazleen Zakaria

Puan Nor Fazleen is the General Manager of the Education and Outreach Division at AKPK. With over 20 years in the financial sector, she began her career in banking before joining AKPK in 2007 as a pioneer financial counsellor. She has held key leadership roles, including heading the Operations Division, gaining deep insight into financial challenges faced by individuals and small businesses.
Currently, she leads various departments focused on research, financial education, communications, and customer experience. Since 2012, she has expanded AKPK’s impact through inclusive and practical financial education programs. Puan Nor Fazleen is passionate about financial empowerment, inclusion, and responsible wealth management. She holds a BA (Hons) in Accounting and Finance, is a Chartered Management Accountant (CIMA, UK), and a Certified Financial Planner (FPAM).

Soeran Kruse

Soeren is the Director of the Business Centre L&H Southern & Eastern Asia. He is responsible for sustaining Hannover Re’s success in key markets as Japan and Korea as well as advancing the growth in emerging markets as India, Malaysia, Vietnam and Thailand. He works together with passionate and professional teams in four offices across the region to support clients on their own growth ambitions. Prior to this role, he was the CEO of Hannover Re’s Malaysian Branch.
Soeren is a qualified actuary and has a master’s degree in mathematics from Göttingen University. He has been with Hannover Re since 2013. Before his current responsibility in Asia, Soeren was leading Hannover Re’s Business Development team in Johannesburg, South Africa with a market responsibility across the African continent.

Dr. Hiroaki Miyamoto is Chief Economist at Japan’s Ministry of Finance Policy Research Institute and Professor of Economics (currently on leave) at Hitotsubashi University’s Institute of Economic Research. He previously served as an economist in the Fiscal Affairs Department of the International Monetary Fund. His research spans macroeconomics, labor economics, and the Japanese economy, and his work appears in leading journals including the Journal of Monetary Economics and the Review of Economic Dynamics.
Dr Miyamoto’s insights on Japan’s economic landscape have been featured by The Wall Street Journal, Bloomberg, East Asia Forum, and Nikkei. He earned his Ph.D. in Economics from the University of Wisconsin–Madison.

Farah Nabilah Wazer

Farah Nabilah Wazer is an accomplished journalist and TV3 news anchor, starting her career in 2013 as a practical journalist at NTV7. Through hard work and dedication, she has risen to anchor Buletin Utama, Biz World, and Edisi 7. Known for her professionalism and journalistic integrity, Farah covers a broad range of topics, including politics, economics, and social issues, with a commitment to delivering accurate, well-researched news.
She has also hosted the digital program NX Now under Media Prima’s digital arm and actively engages in podcasts and digital productions. In 2023, Farah hosted Imbasan 2023, reviewing key events of the year. Her journalism has been recognized with accolades such as Best English Report in 2017 at the Ministry of Health’s Media Awards.

Datin Sri Azleen Osman Rani is the Director of the ICMR, an independent think tank set up by Securities Commission Malaysia. She played a founding role in establishing ICMR in 2017 to conduct research on structural trends shaping capital markets and economic development.
Experienced in government-linked investment firms and private financial institutions, she brings deep insight into public and private markets. Her research includes sustainable finance, financial inclusion, alternative financing, talent development, and behavioral finance.
She launched ICMR’s Research Collaboration Network, championing collaboration across policy, academia, and industry, and serves on Sunway University Business School’s Industry Advisory Board. She holds degrees from the University of Bristol (BSc) and the London School of Economics (MSc).

Dr. Serene Koh
Director, Behavioural Insights Team, Singapore
Dr Serene Koh is a behavioural scientist and Director of the Behavioural Insights Team (BIT) in Singapore. BIT is a global applied research and innovation consultancy, specialising in social and behavioural change. Dr Koh oversees BIT’s Singapore domestic consultancy work and capability development programme in the Southeast Asian region. She helped to set up the Singapore office in 2016 and has led projects across various policy domains including labour and employment, public health, and home affairs.
Dr Koh has shared behavioural change insights with media outlets across the region including Channel News Asia, TODAY, and the South China Morning Post on topics such as vaccine uptake and online behaviours. She is also Adjunct Assistant Professor at the National University of Singapore Yong Loo Lin School of Medicine.
Dr Koh holds a Masters in Research Methodology and Ph.D. in Education from the University of Michigan.

Jay Khairil Jeremy Abdullah

Suhaimi Ali

Suhaimi Ali was appointed as Assistant Governor on 1 April 2022. He currently oversees the Financial Development and Innovation, Islamic Finance, Financial Inclusion as well as LINK and BNM Offices departments.
Throughout his career with BNM, he served in various areas including financial sector development, regulation and supervision, strategic planning, consumer protection, market conduct, international negotiations, digital and cyber strategies in IT services, as well as in the Governor’s Office.
In his previous role as the Director of the Financial Development and Innovation, he was responsible for the development of the financial sector and payments systems, as well as driving digital innovation within the sector. He also recently led the development of the Financial Sector Blueprint 2022 – 2026.

Jasmina Mohd Mokhtar
Deputy Director, Financial Inclusion Department, Bank Negara Malaysia
Jasmina Mohd Mokhtar is a Deputy Director at the Financial Inclusion Department, Bank Negara Malaysia. Her work focuses on shaping and implementing national strategies that promote financial inclusion and build financial capability. She is responsible for policies that aim to empower Malaysians across all segments to achieve financial well-being and ensure individuals are equipped with the skills and access needed to participate in a resilient financial ecosystem.
She co-leads the Financial Education Network (FEN) Secretariat, supporting the delivery of the National Strategy for Financial Literacy 2019–2023 and coordinating efforts across member institutions to align financial education initiatives with national development goals.
Previously, she was seconded to the Ministry of Finance as Project Lead for the National Employment Council (NEC), chaired by the Prime Minister. Her earlier roles at Bank Negara Malaysia include work in prosecution and civil litigation, arbitration, as well as redress and advisory functions focused on fair treatment of financial consumers.

Nur Amalina Ghazali
Head Sustainable Solutions, Maybank
Nur Amalina Ghazali is the Officer-in-Charge of Sustainable Solutions within Maybank’s Group Community Financial Services (CFS) division. With over 10 years of experience in the banking industry, she brings strong expertise in Risk Management and Sustainability to her current role. In this capacity, she is at the forefront of embedding ESG (Environmental, Social, and Governance) principles directly into the products, services, and outreach programs that impact Maybank’s millions of retail customers and communities across ASEAN.
Her position is unique in bridging the Group’s ambitious sustainability commitments with its mission to humanise financial services. While driving Maybank’s core efforts towards sustainable finance and a just transition to a low-carbon economy, Amalina emphasizes that financial empowerment is necessary to ensure communities are resilient and inclusive during this transition.
Amalina is participating in this panel to highlight how a major financial institution strategically aligns its social impact efforts with its sustainability goals. She advocates for robust financial education programs, ensuring that social investments are viewed not just as corporate social responsibility, but as an essential component of a sustainable and inclusive banking future.
